A burst of public comment and commissioner concern on Dec. 3 focused on long‑running maintenance failures at Halifax Marina. Photographs and resident testimony documented rotten dock stringers, exposed electrical outlets, deteriorated restrooms and missing fire‑cabinet glass. Several residents and commissioners said the marina contract holder has not made required repairs and that slip fees were recently increased despite outstanding maintenance issues.
Commissioner May walked the dais through dozens of photos showing damaged docks, broken sidewalks and unsecured electrical equipment. Residents said some structures have been in poor condition for years and that the contractor has not met maintenance obligations. One long‑term resident and former marina operator said contractor practices increased hazards and degraded infrastructure.
Commissioner May moved — and the commission seconded — a directive for staff to provide a comprehensive maintenance report of Halifax Marina, coordinate code‑enforcement and business‑enterprise review and, if legally feasible, to withhold any recent or planned slip‑fee increases until the maintenance and code‑violation issues are addressed. The motion passed unanimously, 7‑0.
Separately, the commission earlier accepted a $722,000 contract for boat dock and lift construction for Halifax Harbour (resolution passed 7‑0, item 11A). Staff said the new contract and planned improvements are part of an ongoing multi‑phase maintenance and capital program, and that funding and phased deliveries constrain immediate wholesale repairs.
Next steps: staff will prepare an inspection and maintenance report, coordinate with code enforcement and business‑enterprise management, and present findings and options for remedy at a future meeting.
