At the Dec. 8 pre-council meeting, a councilor raised merchant complaints about overflowing dumpsters and trash behind O'Henry's. Staff said the city's code-enforcement officer inspected the location, found the dumpster had been emptied but that trash remained on the ground, and will notify the businesses to pick up debris.
Speaker 6 explained that the private hauler will not pick up trash left on the ground and that code enforcement will determine who is responsible. Staff said they would ask businesses to remove loose trash and, if necessary, issue citations for public-nuisance conditions such as rodent attraction.
Councilors discussed possible longer-term coordination with haulers to reduce occurrences during busy holiday periods, and staff said they would follow up with affected merchants the next day. No enforcement action beyond outreach was taken at the pre-meeting; staff said follow-up visits and citations were possible if the problem persisted.
