Portage — The Common Council on Dec. 15 approved a contract award to Capital Underground to address drainage issues discovered after the US Highway 51 reconstruction.
Municipal services staff said four roof drains from properties along West Cook Street were not connected to the new storm sewer and that runoff was discharging into an alley toward Wisconsin Street. Staff sought proposals to extend storm sewer piping from the summer’s construction project to correct the issue. Capital Underground submitted the recommended proposal; the motion in the meeting recorded the award amount as $92,052.59.
Council confirmed there would be no decision to assess residents for the work; the Municipal Services Committee had previously recommended not assessing property owners. Council approved the contract by roll-call vote.
The contract will be funded from capital funds and scheduled for construction in early 2026 to alleviate recurring water issues in the alley and nearby properties.
