Portage — The Portage Common Council on Dec. 15 adopted Resolution 25-030 to update the city’s functional classification system for roads, a change staff said is required to align with Wisconsin Department of Transportation traffic counts and to preserve eligibility for specific state and federal funding programs.
Municipal services staff said the reclassification shifts some roads to collector status and reclassifies others to major arterial rather than primary arterial, which can change what funding streams are available for future projects. Staff said the classification work has been ongoing since 2022 and that the changes respond to traffic-count updates and WISDOT guidelines.
Council discussion focused on the drivers of particular downgrades, whether downtown traffic disruptions affected counts, and how the changes would affect eligibility for STP urban funds and other grants. Staff said the classifications were declared by the state and that city staff had worked with WisDOT on contested segments.
The council approved the resolution by roll call with a 7–1 vote.
The change affects future project eligibility and will be used when the city applies for state-administered roadway funds.
