The Mayor’s Council of Guam adopted Resolution No. 25-03 thanking Dr. Kenneth Eric Swanson for his service as superintendent of the Guam Department of Education (GDOE). The certified resolution recognizes Swanson’s work since July 2023 on typhoon recovery, school infrastructure, fiscal oversight and partnerships with village mayors and community stakeholders.
The resolution — read aloud by the secretary and certified at the meeting — directs that copies be transmitted to the Guam Education Policy Board and to Vincent A. V. Borja, chairperson of the committee on education, libraries and public broadcasting. The council’s certification appears in the meeting record as adopted in Hagåtña in December 2025.
After the resolution reading, Dr. Kenneth Eric Swanson addressed the council, thanking mayors and community members for their collaboration. He reflected on his time in Guam, said he had treasured the experience, and announced plans to retire later in December and to return to Guam in June for a personal visit. Swanson urged continued community support for GDOE staff and stressed that many front-line staff “are still leading and working with the same heart.”
The adoption of Resolution 25-03 was recorded on the council’s agenda and certified by the council president and the secretary.
