Westmont rezones municipal sites to 'Public & Institutional,' clears public-works yard plan

The Village of Westmont board on Dec. 11 approved multiple municipal rezoning and site-plan items as part of implementing a new zoning code and addressing long-term municipal facilities.
Director Hennerfein said the board previously adopted a new zoning ordinance that created a Public & Institutional (PI) district. The board rezoned Village Hall (31 W. Quincy St.) from B-1 Central Business to PI and approved a special use to recognize a governmental use in the PI district; Hennerfein emphasized there are no operational changes to Village Hall. "We are trying to lead by example," he said.
The board also rezoned the North Water Tower site at 925 Oakwood Drive from R-3 residential to PI. Hennerfein said the tower site already operates under a prior special use and the rezoning simply aligns the mapping with municipal ownership.
More discussion focused on the Public Works Yard at 328 S. Wilmette Ave., where trustees reviewed a package of entitlements: rezoning to PI, a special use for governmental operations, consolidation of five lots into one, a variance to minimum front-yard setback (storage buildings close to the fence), and major site-plan approval for a storage building and future salt dome. Project planning staff presented a site plan, auto-turn analysis for semi deliveries and fire-truck movements, and a phased schedule that includes short-term temporary use of a building by the fire department and longer-term covered storage. The planner said the yard will be paved, fenced and landscaped to improve neighborhood appearance.
Trustees asked for clarity on overall site planning and future phases; the planner said a detailed site plan exists and that administrative site-plan processes will allow smaller future changes without requiring constant board review. The board approved the package by roll call after hearing questions and staff assurances.
What’s next: The village will proceed with design and budgeting for the storage building and the salt dome (the latter anticipated in future budgets), finalize plat recording steps and complete administrative site-plan steps as appropriate.
