Westmont approves master license agreement for EZ Fiber Texas to build fiber in right-of-way

The Village of Westmont on Nov. 20 approved a Master License Agreement with EZ Fiber Texas LLC that authorizes the company to construct fiber infrastructure in the village right-of-way under a standardized permit and license framework.
Staff said the agreement mirrors the template used for previous providers (such as Lumos) so that once the company has village approval it can proceed with individual build-outs through Public Works permitting rather than seeking board approval for each location. IT and Public Works staff discussed construction timing, saying weather will affect when crews start but that buildouts are expected to take place next year in sections and that companies typically complete a section in two to three weeks.
Officials noted the agreement includes a bond requirement and a five-year maintenance/restoration obligation so companies must repair settlement or landscaping issues for a multi-year period. Trustees raised coordination concerns about multiple providers working close in time; staff said companies will use targeted marketing and area registration so the village can perform follow-up inspections and drive-throughs where work occurs.
Motion to approve was made by Trustee Linda Little and seconded by Trustee Johanna Guzzo; roll call votes were recorded in the affirmative and the agreement passed.
