Westmont board adopts 2025 property tax levy, abates $2.38 million in bond taxes

The Village of Westmont board on Dec. 11 adopted its 2025 property-tax levy and passed an annual tax-abatement resolution that tells DuPage County the village does not require property-tax backing for several debt-service payments.

Director Altick told the board the proposed aggregate levy is $11,299,022, a 4.89% increase on paper, but said state limits mean the typical homeowner will likely see an effective village portion increase of about 2.9% (the CPI cap) and estimated the village portion adds roughly $30 to a typical homeowner’s bill. "When the dust settles and DuPage County applies PTELL, the typical resident will see about a $30 increase," Director Altick said.

The board also approved an abatement covering debt-service on several general-obligation bond series, noting the village’s pledged alternate revenues — such as sales and utility taxes — are sufficient to pay the bonds. Altick said the amount of debt service being abated is $2,382,115. "Since our revenue streams are sufficient to pay for the bonds on their own, we don't need a property-tax backing," he said.

Trustees approved the levy and abatement by roll call. The board discussed related public comment earlier in the evening (there were no speakers during the levy hearings) and moved on after the votes.

The board also adopted a Special Service Area 2 levy of $118,140 (4.99% increase) used to fund fire service for the Liberty Park neighborhood. Altick said notice had been published in the newspaper and that the SSA levy fits within statutory notice requirements.

What’s next: The levies will be collected during county tax year 2026 under the state’s PTELL rules; staff will continue standard billing and reporting with DuPage County.
