Highland City Council took a number of formal actions at its Dec. 2 meeting. Key outcomes:
- Water element adopted (general plan amendment): Motion to adopt the water use and preservation element with amendments passed unanimously (yes: Kim, Ron, Britney, Scott, Doug). Staff will publish the revised element and return with the consolidated draft in January.
- Boundary with Draper: Council approved a resolution of intent to adjust the common boundary and set a public hearing date; the motion passed 5–0.
- Park renaming: The council directed staff to rename Canterbury South Park to "Charlie Greenland Park," design a monument and prepare a certificate for a dedication event (motion passed 3–2). Council also instructed staff to draft a formal policy on facility naming for future requests.
- Alcohol code amendment: The council repealed language limiting restaurant alcohol licenses to "no more than two per zone" while retaining an overall citywide cap of four licenses. The ordinance amendment passed 4–1; the citywide cap remains in place and state approval is still required for any license.
- Lone Peak Public Safety ILA: Council approved amendments to the interlocal cooperation agreement governing the Lone Peak Public Safety District (motion passed unanimously during the meeting).
- 4800 West design contract: Council awarded the design services contract for the 4800 West safety improvement project (design only) to a selected firm and approved the appropriation for design work.
- Enterprise asset management software: Council approved purchase and implementation of the Adam AI Enterprise Asset Management software with a multi‑year discount; council requested a future live demo for council members.
