The Opa-locka Commission voted 3-1 on Dec. 10 to authorize the city manager to issue a request for proposals (RFP) for residential and commercial solid-waste collection services. City staff told the commission that current contracts have expired and that an RFP would allow the city to conduct a competitive selection for a qualified waste-hauling provider.
Planning staff said the RFP will seek updated rates and asked respondents to include options for 12 residential pickups per year; currently the county provides only two pickups per year under existing arrangements. Commissioners debating the item weighed the benefits of returning collection control to the city (more frequent collection, updated rates) against concerns about implementation and contractor capacity.
Commissioner Bass, who pulled the item for discussion, said she would not support the motion and asked staff to meet with her to explain her concerns. The clerk recorded the vote as Commissioner Irvin Yes, Commissioner Santiago Yes, Commissioner Bass No, Mayor Taylor Yes; motion passed 3-1.
What happens next: If the commission's authorization stands, the manager’s office will issue an RFP, form a selection committee and present candidate contracts to the commission for final approval.
Key detail: City Attorney stated that no proposals have yet been received for this matter.
Provenance: Staff presentation and debate appear in the meeting record; vote recorded on the official agenda.
