Commission approves 43,000-square-foot kosher catering facility in Alibaba corridor

The City of Opa-locka Commission on Dec. 10 approved a site plan and companion development agreement for a 43,000-square-foot industrial kosher catering facility proposed for 2466 Alibaba Avenue. The project, presented by applicant representative Sabrina Escobar, was described as a two-story, Moorish-inspired kitchen and warehouse intended for large-scale institutional food production and distribution.

Sabrina Escobar said the company currently employs "about 40-something employees" and estimates future phases could add roughly 50 more workers once the second phase is funded. The developer described a two-phase build: phase 1 includes two mirrored kitchens, a loading berth and second-story offices; phase 2 would add about 17,000 square feet of shell space. Escobar said the applicant would coordinate a job fair in line with the city’s hiring protocols.

Planning staff told the commission the application was presented to the Planning & Zoning Board on Nov. 4 and that the submission included the information required for approval. Commissioners asked for exterior renderings and reiterated desire for staff to deliver the presentation materials to the commission for the public record.

The commission approved both the site plan and the accompanying development agreement on unanimous votes (4-0).

Why it matters: The project covers 12 adjacent parcels in the I-1 zoning district inside the corridor mixed-use overlay and the Innovation District; commissioners described it as a catalyst for changing the Alibaba corridor's character and expanding local employment opportunities.

Next steps: The developer expects to complete construction documents and seek master permits in the coming months; staff said the applicant estimated phase 1 could finish within about four years. The commission asked staff to provide project renderings to the commission prior to construction.
