At its Dec. 1 meeting the Village of Cottage Grove Board of Trustees recorded several procedural and substantive votes.
Minutes: The board approved the Nov. 17 meeting minutes on a voice vote after a motion by Trustee Severson and a second by Trustee Murphy.
Pre‑annexation (Newman Companies): After extended public comment and discussion the board voted on a motion to table further consideration of a pre‑annexation agreement for the proposed Newman subdivision. The motion to table passed on roll call with Ayes from Benzo, Dahl, Kel Nelson, Murphy and Stoa and a No from Severson. The board directed the developer to return with an amended annexation package addressing the Banigan property and a contiguous annexation map.
2026 meeting calendar: Trustees approved the 2026 board meeting dates as presented (motion by Trustee Murphy; second by Trustee Dahl). The board noted Jan. 20 falls on a Tuesday and discussed virtual meeting options during police‑station construction.
Election inspectors: Resolution 2025‑27 appointing election inspectors for 2026 was approved; staff described how residents may volunteer and explained that Dane County residents are eligible poll workers.
Vouchers: The board approved the bills list and vouchers on a voice vote.
Closed session: The board voted to enter closed session under Wis. Stat. §19.85(1)(e) to deliberate lease negotiations for 123 E. Cottage Grove Road, with roll call votes recorded in favor; trustees indicated the developer will return to finalize lease terms in closed session.
No final action was taken tonight on annexation, zoning or the lease; the board outlined next procedural steps for each item (annexation petition and state review, neighborhood meeting and plan commission hearings; and closed session negotiations for the lease).
