The Coppell Planning and Zoning Commission voted unanimously Dec. 18 to approve a zoning amendment allowing conversion of second‑floor clubhouse space at the Mansions by the Lake (Lakeside Apartments) into a one‑bedroom rental unit.
Staff development services administrator Matt Steer told the commission the proposal would convert roughly 1,100–1,300 square feet of the clubhouse second floor to a residential apartment, add one unit to the complex (bringing the total from 315 to 316) and would not change the property’s parking supply, which Steer said remains 893 spaces. Steer recommended approval subject to standard building‑permit review and conditions.
The applicant, Haley Schnetzer of IRT Living, told the commission the unit will be offered for general lease and is not reserved for property management. No members of the public spoke for or against the application during the hearing.
Commissioner Hafeman moved to approve the PD revision, Commissioner Maher seconded, and a roll‑call vote returned unanimous approval.
Staff noted that detailed building‑permit review will include additional conditions and technical comments related to fire separation and other code requirements. The ordinance draft for the council is expected to be prepared following the commission action.
The commission took the action during its December meeting and closed the public hearing on the item before the vote.
