Commission approves rezoning of 4325 Long Lane for office use despite resident notice concerns

The Franklin Municipal Planning Commission voted to recommend approval of Ordinance 2025-50 to rezone 7.01 acres at 4325 Long Lane from State Residential to Office Residential.
Staff described the property as a 7.01-acre parcel with a single 4,900-square-foot two-story building that the applicant intends to lease as office or administrative space for a neighboring refuge center. Staff said Envision Franklin places the parcel in the regional commerce design concept and supported the rezoning because the proposed office use requires minimal changes.
Resident John Sering testified he had not received mailed notice within the required timeframe and raised concerns about traffic and property values; the applicant’s representative, Greg Gamble, said rezoning signs had been posted, the applicant provided required affidavits for mailed notices and city staff’s mailing list governs who receives notices. Gamble also explained that City Water and Sewer Services would allow leasing the existing building for office use without expanding square footage, and that no additional principal buildings could be created on the lot without further platting.
By roll call the commission recommended approval to the Board of Mayor and Aldermen; Alderman Peterson cast the lone 'No' vote. The recommendation will be forwarded to BOMA for final action.
