Milton extends utility discounts to low-income households; ordinance adopted unanimously

The Milton City Council unanimously adopted an ordinance Dec. 1 to expand utility rate discounts to all low-income households.
Staff explained the current Milton Municipal Code provides discounted monthly water and electric rates for seniors and disabled citizens, and said state law also requires electric utilities to make assistance available to low-income households. The ordinance updates MMC section 13.36.0.02 to include all low-income households.
"We currently have a total of 145 residential customers that receive the discount," the interim director said, adding staff updated the form in 2024 and conduct annual renewals to confirm eligibility. When asked whether the change would have a significant effect on the utility budgets, the director said they did not anticipate a significant impact on 2026 numbers.
Councilmember Hall moved and Councilmember Whelan seconded the motion to adopt Ordinance 2,130-25; the mayor called the vote and recorded the motion as carried 7–0.
