Odessa council approves zoning change to allow downtown courthouse

The Odessa City Council voted unanimously Dec. 9 to rezone a 6.27-acre tract in the downtown overlay from LC (Light Commercial) to CB-1 (Central Business 1) to provide consistent zoning for a planned courthouse and associated parking structure.
City planning staff (Tim) explained the request from applicant LCA on behalf of Ector County, saying the rezoning would align the parcel with existing Central Business zoning nearby and allow a zero-foot building setback where needed for the parking structure or courthouse design. “The purpose of this is to allow for consistent zoning for the development of the courthouse on the property,” Tim told the council.
The council opened the public hearing, allowed three-minute comments, and seeing none closed the hearing. Councilman Stoker moved to accept the staff recommendation as written; Councilman Vasquez seconded and the motion passed unanimously.
What’s next: approvals allow the applicant to proceed to the next design and permitting steps required for the courthouse and any associated parking structure; staff said the zoning change is intended to harmonize with the downtown plan.
