Hoover council reviews FIFA host-city briefing and declines to place it on next agenda

Scott, the author of the FIFA memo, told the council the packet runs to hundreds of pages and places operational control and many costs with FIFA. “FIFA is in charge in the event that you agree to be a host city,” Scott said, and warned the agreement would leave the city responsible for transport and safety costs and require strict controls on use of FIFA trademarks.
The memo author and staff said there is no identifiable direct reimbursement from FIFA and that any economic benefit would be indirect and difficult to quantify. Scott said the FIFA requirements run roughly 250 pages plus additional online standards, and council members said the short turnaround left insufficient time for full review.
After discussion about potential practice-site locations, interjurisdictional responsibilities and unknown cost exposure, the presiding official said he would not add the FIFA host-city offer to Monday night’s agenda unless two council members contacted him to request it before the deadline. He noted the offer will expire under its terms if not placed on the agenda or advanced by a special meeting.
