Council workshop previews facade and infrastructure grants for Tiny Footprints pediatric clinic

City staff told the Odessa City Council at its Nov. 25 workshop that a proposed facade and infrastructure performance agreement would support a new pediatric clinic, Tiny Footprints, at 310 Dotsie, the former Evans Pharmacy site.
David (city staff presenter) said Dr. Hector Garcia Garcia plans to spend more than $225,000 on facade and infrastructure improvements. Under the facade and infrastructure grant program the applicant qualifies for $25,000 in facade assistance and $66,312.50 in infrastructure assistance, staff said. David said the property falls within Downtown Odessa and that the program is intended to improve both the appearance and functionality of downtown business facilities.
Council members asked whether the city had adjusted contract language after past delays in payments on similar grants; one council member referenced a prior contractor whose payment was delayed because work requirements were not met. David said staff and finance have worked to streamline processing and expected the payments to be ‘‘simple and straightforward.’’ He noted coordination with the economic development department and the chamber.
The item will be brought back for formal approval at the council’s next regular meeting. The council did not take a vote at the workshop.
