Odessa council accepts public-safety donations, state ambulance reimbursement and opioid-settlement payment

Chief Kirki told the council the Police Department will use a $5,000 donation from Occidental Petroleum Corporation to replenish med kits and "stop the bleed" supplies kept in every patrol vehicle.
