Odessa council accepts public-safety donations, state ambulance reimbursement and opioid-settlement payment

Chief Kirki told the council the Police Department will use a $5,000 donation from Occidental Petroleum Corporation to replenish med kits and "stop the bleed" supplies kept in every patrol vehicle. "This is simply a request to accept a donation from Oxy Petroleum in the amount of $5,000 that we will then spend for med kits," the chief stated in presenting the item. The council approved the donation with a motion and unanimous vote.
A similar donation to support rescue operations and PPE replacement was presented by Chief Cotton and approved without opposition.
The council also authorized acceptance and expenditure of ambulance-services supplemental payment program (ASSPP) funds — described as state funds — totaling approximately $134,000 to cover indigent ambulance runs. Council members clarified the funds are state, not federal, and approved the authorization.
On the opioid settlement, city staff said the council previously supported the city’s participation in the settlement and that this action authorizes depositing the second payment of $106,594.98 into the city’s separate opioid fund to keep proceeds segregated. Norma (city staff) said the city received an earlier payment and that some settlement disbursements require an annual request to claim funds; a council member noted the need to file each year to avoid losing funds. The council approved the resolution unanimously.
