Council roundup: appointments to downtown authority, dump-truck purchase and sewer update

The Newark City Council approved several routine but consequential items during its meeting, including appointments to the Newark Downtown New Community Authority, a fleet replacement purchase, and an update on a sewer-line project.

Appointments: Council passed Resolution 25-84 to reappoint two council-appointed members, Corey Toffenbaugh and Brandon Hess, and to appoint Patrick Sullivan as the local government representative to fill a vacancy. The resolution, described by one councilmember as housekeeping for the newly formed authority, was declared an emergency because several appointments had already lapsed; the council approved the measure unanimously, 5–0.

Vehicle purchase: Public works staff presented a purchase request for a replacement dump truck budgeted in 2025 and funded from water funds. Staff said the truck is available via the state cooperative purchasing program at roughly $63,000 below the vendor list price and will replace a 16-year-old unit. Council moved and seconded the purchase and the motion passed.

Infrastructure update: Staff reported that a 60-day road closure for a sewer-line project is nearing completion; next week barricade placement will shift and Redwood Apartments will temporarily use an alternate driveway. Granville schools and affected residents were notified and staff said the change is timed to minimize disruption when children return on Jan. 6.

Taken together, the votes reflect routine capital and governance work that council members said keeps projects on schedule and ensures board continuity for the downtown authority.
