Kent County approves on‑call engineering contracts and $3,000 grant for Magnolia Fire Company

Levy Court voted to award multiple on‑call engineering professional service agreements to support wastewater conveyance, transmission, treatment, construction management and geotechnical work. Public Works received 21 proposals, and staff recommended several ranked firms to increase design capacity. The contracts are structured as an initial three‑year term with up to two one‑year extensions and a total contract amount not to exceed $150,000 per firm; funding will come from sewer fund operating revenues or project budgets as appropriate.
Sam Bautista, Director of Public Works, said the on‑call agreements provide flexibility to deliver projects in a timely manner and highlighted that the selection considered firm reputation, technical expertise and office locations. The motion to award the on‑call agreements passed by roll call (7‑0).
Separately, Vice President Robert Scott moved to award a Community Project Assistance grant of $3,000 to Magnolia Fire Company to support purchase and outfitting of an EMS utility terrain vehicle to enhance emergency medical response. Commissioners noted the fire company had secured other funding and that the county award was a partial contribution; the motion passed 7‑0.
Staff will proceed to negotiate agreements and finalize contracts under the county attorney’s review; Public Works will manage procurement and project oversight consistent with county procedures.
