Smithfield council approves consent agenda and two special-use permits

Smithfield — At its Nov. 5 meeting, the Smithfield Town Council approved its consent agenda and granted two special-use permits (SUPs) following staff presentations and brief council discussion.
Finance Chair Jeff Brooks listed five invoices on the consent agenda, including RDA Systems ($41,750), multiple entries for Virginia Control and Electrical (including one listed as $67,303,122.88 in the packet), and Isle of Wight County IT services ($40,500). A motion to approve the consent agenda and the council summary minutes from October was moved and seconded and passed on a roll-call vote with all members voting yes.
On land-use items, Planner Miss Clary explained a request for a Special Use Permit for a commercial jiu jitsu facility that would operate evenings and selected morning hours and employ approximately two people. Planning Commission recommended approval; no public comment was offered. A motion to approve the SUP passed unanimously.
Clary then presented a second SUP for a service station within the Kroger parking lot at Smithfield Plaza: the proposal calls for five double pumps and an 8-by-22-foot kiosk for an attendant, operating daily from 5 a.m. to 11 p.m. Council discussion touched on possible EV charging benefits for grocery traffic; one councilmember suggested the site would be well-suited for chargers to attract customers. The council approved the Kroger fuel center SUP by roll-call vote.
