Council approves $41,384.42 for audio-visual upgrades to Hughson City council chambers

The Hughson City Council on Oct. 13 approved Resolution 2025-36 authorizing expenditure of public facilities development impact fees up to $41,384.42 to modernize audio-visual systems in the council chambers and authorized the city manager to execute a services contract with Pacific Coast AV.

Staff explained the existing TriPASTER system (installed in 2016) became obsolete and the city has relied on a temporary 'owl' camera solution since 2021; those interim measures no longer meet the chamber's needs in a fuller meeting setting. Staff said they solicited about 15 companies and received one responsive proposal from Pacific Coast AV, whose detailed service proposal appears in the staff packet. Staff told council some existing cameras and microphones could be reused, reducing cost, but the core system needed replacement to allow remote participants to be heard, to improve streaming quality and to enable staff to archive meeting recordings for later review.

Council members asked about equipment reuse, whether callers joining remotely would be audible, and whether Webex would be made available to the public; staff said the new system would allow remote participants to be heard and streamed to YouTube, with Webex access for the public to be provided at council direction.

The council voted to approve the expenditure and contract authorization. The staff presentation described the amount as a not-to-exceed figure and noted that final contract terms are subject to the city manager and city attorney's review.
