Pataskala council approves cyber-security policy, tax allocation and utility franchise; rezoning ordinance fails for lack of supermajority

The Pataskala City Council on a December meeting adopted several ordinances and a resolution and made two appointments, while one land-use ordinance failed after council concluded it lacked the five-vote supermajority required by the city charter.
The council approved Ordinance 2025-4509, establishing the city’s cyber-security policy; Ordinance 2025-4510, which amends the allocation of city income-tax collections; Ordinance 2025-4511, the annual appropriations and inter-fund transfers for the fiscal year ending Dec. 31, 2026; and Ordinance 2025-4512, granting a nonexclusive franchise to Ohio Power Company for electric transmission and distribution. The council also passed Resolution 2025-071 authorizing the city administrator to execute a backup utility operators agreement with Licking Regional Water District after an amendment to Exhibit A.
The council moved to adopt Ordinance 2025-4513 (supplemental appropriations for December 2025) under an emergency declaration and passed the ordinance after dispensing with second and third readings.
One notable exception: Ordinance 2025-4505 (third reading), an amendment to a preliminary development plan to allow attached single-family townhomes at property near 7164 Aprilton/Aetna Road, received a roll-call result of 4–2 (Yes: Hampshire, Galick, Ike, Walter; No: Coleman, Everson). Council legal staff reminded the body that Charter section 4.11(b) requires a five-vote supermajority for that type of change. Council therefore concluded the ordinance failed for lack of the required supermajority.
Council also approved two appointments: Tommy Lee as the city’s representative to the West Licking Joint Fire District and Mel Carter to the Licking Regional Water District; both motions passed on roll call. Council voted to cancel the second December meeting in 2025.
The meeting closed with citizen comments, holiday remarks and a formal motion to adjourn. The council expects an organizational meeting in January 2026.
