Council adopts routine code updates, budget cleanup and a development services fund

Staff described this as a "clean-up" draft and said meeting with auditors led to a reduction of about $2,700,000 to the previously approved FY25 budget. Council approved the appropriation ordinance as presented.
Ordinance 25-12-04 establishes a development services special revenue fund to segregate building and development-related fee revenues and expenditures for clearer statutory compliance and internal tracking. Staff said the change improves transparency and compliance; council approved the ordinance.
