The Mission City Council authorized staff to submit formal written notice to the Texas Coalition for Affordable Power (TCAP) declaring the city's intent to exit the cooperative at the end of the current energy procurement cycle (Dec. 31, 2027).
Staff told the council that participating members must submit notice by Dec. 31, 2025 to avoid inclusion in TCAP's next procurement cycle (2028–2032). "TCAP has notified participating members that any entity wishing to discontinue participation in the next energy procurement cycle running from 2028 to 2032 must submit formal written notice no later than 12/31/2025," staff said during the presentation.
Council debated whether to take the item into executive session for legal questions; after returning to open session later, a motion to move forward with the staff recommendation to issue the notice was made and passed 3–0. City staff emphasized that issuing the notice does not terminate the existing agreements early and does not trigger early termination damages; the city will continue to receive TCAP services through Dec. 31, 2027.
The motion recorded in the public minutes authorized the city manager or designated staff to provide the required written notice prior to the Dec. 31, 2025 deadline.
