At the meeting council voted to approve a rezoning request by Kelly Preserve LLC (Ordinance 26-01-02) to change the official zoning map from commercial C-2 to multifamily residential R-2 for a parcel on Pearl Road (parcel IDs provided in the staff report).
Staff noted the property sits within the community redevelopment area and the military influence planning area; under the proposed mixed-use future land-use designation the site would be allowed a maximum residential density of up to 25 dwelling units per acre consistent with the comp plan. The Planning Commission recommended approval 6–0.
Applicant Andrew Tidwell, who identified himself for the record, said the property—s commercial zoning prevented the townhouse plan the owners want to build and that rezoning would allow a townhome-style development consistent with adjacent parcels. Council asked procedural questions about a possible connection to a previously considered property across the street; staff said they would investigate potential conflicts or interests and report back if needed.
The council then voted, with recorded affirmations from multiple councilmembers, to adopt the rezoning ordinance.
