Council adopts C2 zoning for Griffin Parkway parcel after owner questions C3 proposal

Property owner Roy Wood spoke in opposition, noting he owns part of the affected parcel and expressed concern about impacts and inconsistent zoning across the site.
Council members discussed the difference between C3/general business uses and a C2 neighborhood commercial district, which limits higher-intensity uses such as automotive repair and certain alcohol-licensed nightclubs. Councilmember (unnamed in transcript) said, "I agree with mister Cervantes' opinion that a C2 would be more appropriate for the transition between the R1T and a general commercial zone." A motion to adopt C2 was made, seconded and carried unanimously; the action was recorded as Ordinance 57-40.
The council recorded the vote as unanimous (4–0). Planning and Zoning had recommended the more intensive zoning earlier in the workshop, but the council chose C2 as a transition after hearing neighbor concerns. The developer indicated openness to follow-up coordination with staff.
