City staff told the council bids for the wastewater treatment plant improvements will open Tuesday, Dec. 16 at 5:00 p.m. Staff estimated the project cost at roughly $23–$25 million and said the city has secured about $10 million in grant funding. The remainder is expected to be financed through the State Revolving Fund (SRF), which staff described as providing substantially reduced interest rates compared with market borrowing (staff cited an example rate of about 2.25%).
Staff said the scope includes two additional clarifiers, which will approximately double the plant's clarification capacity. Multiple contractors toured the plant and staff reported strong interest from bidders; staff expected several competitive bids.
Council scheduled a special meeting to open bids on Dec. 16 and directed staff to circulate bid documents and budgeting details. The mayor said the city will consider moving approximately $250,000 into the loan fund in January to improve liquidity for upcoming loan payments and to preserve cash flow during construction.
No contract awards were made at this meeting; council will review bids and financing terms in a follow‑up session.
