Commission approves parking requirement reductions to ease multifamily development

The Planning and Zoning Commission approved proposed amendments to the City of Eagle Pass zoning code that reduce parking minimums for duplexes, triplexes and multifamily dwellings.
Staff explained the changes would generally standardize many unit types to two required parking spaces (e.g., replace prior 2.5 or 1.5 formulas with a two-space standard where appropriate) and remove an additional 5% visitor-parking requirement in some parts of the code. Staff said the intent is to reduce repeat variance requests and better align multifamily requirements with single-family standards to help advance affordable and higher-density housing projects.
Commissioners raised concerns that reduced on-site minimums could push more vehicles to street parking and questioned whether maneuvering and reversing onto streets would be prohibited for multifamily developments; staff explained the ordinance allows compact spaces in larger parking lots (up to 10% compact where 20+ spaces are required) and reiterated that maneuvering standards and different sections of the code govern drive-aisle widths and reversing rules depending on building type. One commissioner warned approving lower standards could set a precedent for future reductions and urged consistency in applying the new standard.
After discussion, the commission moved and voted to approve the amendments; staff said they plan to follow up on ordinance language and return to the commission if further clarifications are needed.
