Eagle Pass MPO reports 64 submissions in first round of regional call for projects

Staff presented the results of the MPO's regional call for projects and the consultant described the two‑round process used to gather project proposals. The first round was open to the public for nominations; the second round will accept formal submittals only from eligible project sponsors (local governments, TxDOT Laredo District, the transit authority, Maverick County, the City of Eagle Pass and the Kickapoo Tribe).
"We had approximately 42 online submissions and 22 hard copy forms for a total of 64 projects," the consultant said. He said roughly 54% of submissions were roadway projects, 27% were transit and about 15% pedestrian projects, with a number of requests focused on Veterans Boulevard and additional sidewalks and transit service.
The consultant explained that the second round will require detailed information from project sponsors, including project limits, type (added capacity, transit, bicycle/pedestrian), cost estimates, funding source, project readiness, prior stakeholder engagement and evidence of right‑of‑way or design work where applicable. He noted the MPO will technically score projects using criteria the board approved in October and then bring ranked projects to the Technical Advisory Committee and policy board in spring 2026 for review.
Commissioner Olga Ramos moved to advance the item to the next step in the process; Councilman Elias Diaz seconded the motion. The board voted in favor, and the motion passed unanimously.
Next: staff and consultants will finalize the second‑round application and distribute it to eligible sponsors for formal submittal and scoring.
