Planner Megan Jennings and consultant David Baird of American StructurePoint presented the draft overlay text for insertion into Title 21 (zoning code), saying the measure is intended to improve neighborhood commercial corridors by encouraging street‑front retail, mixed‑use buildings and pedestrian‑oriented design. "The 1st Floor residential would be prohibited under the current draft," Baird said, describing the team's intent to keep ground floors oriented to commerce rather than multifamily residential.
