Eagle Pass council awards construction-materials and paving contracts; directs resolicit on recycling design/build RFP

The Eagle Pass City Council awarded several public-works contracts Dec. 9 and took post‑executive‑session action on a major recycling‑center procurement.
Staff recommended awarding IFB 2026001 (street construction and maintenance materials) by category to the lowest qualified bidders; the council approved awards to Dubai Construction LLC, South Texas Aggregates and Welcome Construction Materials LLC. Council also awarded IFB 2026003 (laid‑down asphalt pavement construction) to Miller Construction as the lowest qualified bidder; council and the city attorney discussed the IFB requirement to select the lowest qualified bidder and the vetting process to confirm bidder qualifications.
The meeting then moved to executive session on RFP 2025031 (design and build of the recycling collection center). After the executive session, the city attorney recommended rejecting the current proposals and resoliciting the RFP with revised criteria; council voted to proceed as recommended. Council directed staff to draft new solicitation language and return with comparables for council consideration.
The awards will be administered by public works and procurement staff, who said they had vetted the bids for qualification and recommended moving forward with the lowest qualified bidders in each category.
