Staff presented the grant letter and said accepting the funds would allow the city to purchase bailing equipment and resume recyclables processing; the letter accompanied ongoing discussion about whether to rebuild and operate the recycling center in-house or to solicit proposals for a third‑party, turnkey provider. Staff emphasized acceptance of the grant does not obligate the city to a particular operating model and that the funds could be returned if the city later chose a different option.
Council members pressed staff about the procurement comparison and potential impacts on the recycling workforce. City staff reported the recycling division currently employs six people and emphasized that a true cost comparison requires soliciting full proposals that specify services and costs. Councilman Diaz moved to table the item pending more operational data and later amended his motion to keep the services in-house; council approved the amended motion to keep operations in-house.
Council also authorized staff to develop a fair solicitation process if council later chooses to solicit third‑party proposals for an apples‑to‑apples comparison. The decision preserves existing recycling staff roles while directing staff to bring back more detailed operational information to inform any future change.
