Hamilton County approves multimillion‑dollar disbursements, road and construction contracts

Director of Administration Michael Hubbs asked the board to sign multiple documents, including a 2026 animal‑control services contract with the Humane Society of Hamilton County for $217,876.12 and a disbursement request for $5,303,853 to BW Construction for the county’s 911 communications center project. "This agreement's between the county and Humane Society of Hamilton County, which includes $217,876.12 paid to the Humane Society in 2026 for their services," Hubbs said. The board approved the request by voice vote.
Earlier in the meeting, county staff introduced a federal‑aid professional services agreement with RQAW for Dunbar Road Phase 2 (126th to 236th Street) in the amount of $1,112,200 and recommended approval. Staff also presented Supplement No. 1 with DLZ for work at 146 and Grama Road, a $280,000 supplement that raises the contract to about $786,900. Both items were approved.
The board approved disbursement request #09PSA for $373,750 to Envoy Corporation for the Hamilton County Judicial Center expansion project and a change order for Hagerman Incorporated that reduces that contractor's contract by $37,147 (returned to the county). County staff indicated the agreements had been reviewed by legal where applicable.
Other items approved included: a non‑disclosure agreement for Information Systems Services with a vendor identified in the agenda materials; approval to advertise annual bid categories for 2026 (aggregates, liquid asphalt, pipe, mowing and other services); and renewals or new terms with vendors such as Dalton's Inc. and BrightView Landscape Services for routine services.
All motions described above were moved, seconded and carried by voice vote during the meeting. The county did not record a roll‑call tally in the public remarks excerpted in the transcript. The board expects related contract documents and signature pages to be finalized after the meeting.
