Planning commission recommends conditional use permit for Flames Gymnastics at Arrowhead Marketplace

Planner Miss Lukoff told the commission the business would occupy Suite A2, an approximately 7,800-square-foot tenant space on the northeast corner of 83rd Avenue and Bell Road. She said staff reviewed the proposal and found it consistent with the commercial general plan designation and complementary to surrounding uses. Miss Lukoff stated the proposed hours are Monday through Friday from 4 p.m. to 7 p.m., staffing would include seven coaches/employees, and the tenant expects a maximum of 30 athletes on site at any one time. She also said the site is served by a shared parking agreement providing 483 parking spaces and that no physical modifications to the building footprint were required.
Miss Lukoff summarized staff’s recommendation: "Staff recommends approval of CUP25-12, subject to the stipulation that development be in substantial conformance with the site plan date-stamped 07/14/2025 and the project narrative date-stamped 10/23/2025." An unidentified member of the public criticized the notification process, saying, "It seems to be a waste of money," and urged broader mailing for public notices.
After a brief motion to recommend approval by Greg McRough and a second, the commission conducted a roll call vote. Commissioners Crowe, Cole, Gears, Hooper and Arellano were recorded as voting in favor; the chair also stated a vote in the affirmative. The commission’s recommendation is subject to a written appeal filed within 15 days, as staff member Mister Gruber explained.
The commission’s action is a recommendation to the next decision-making authority as prescribed by city procedure; stipulations noted by staff will apply to the permit if the recommendation is adopted and no successful appeal intervenes.
