Middleton council adopts proclamations, two ordinances, wetlands resolution and an appointment; moves to closed session on litigation

The Middleton Common Council on Sept. 16 unanimously approved a set of proclamations, ordinances, a resolution related to wetlands conservation, and an appointment to the Public Works Committee, and then voted to convene into closed session to discuss pending litigation.
The council adopted a proclamation declaring September 2025 as Hunger Action Month after a staff reading that cited local food-insecurity statistics, including a cited 36% of Dane County households struggling with basic costs, 9% of residents who are food insecure and 12% of children who are food insecure. The proclamation recognized WayForward Resources’ year-round food pantry and encouraged residents to donate and volunteer.
The council also adopted a proclamation recognizing Sept. 15–Oct. 15, 2025, as Hispanic Heritage Month.
On ordinances, the council voted to suspend the rules and approved an amendment to section 7.15 governing issuance of outdoor amplified-sound permits. Separately, the council suspended the rules and approved repeal and recreation of section 16.02 (noted in the meeting record as relating to state laws adopted for offenses against bodily security). All voice votes on these items were recorded as passing unanimously.
Council members also adopted Resolution 2025-45 to accept a quit-claim related to an outlot in the Pheasant Branch Ridge area; speakers praised city staff and partner organizations for the wetlands acquisition and said the action supports the Graber Greenway project and protection of the Pheasant Branch Conservancy. One council member asked the city to issue a press release to publicize the acquisition.
The council approved the appointment of Tim Reinhart to the Public Works Committee; colleagues said Reinhart brings 13 years of pre-construction experience and will be useful in implementing the city’s complete streets policy.
At the end of the meeting, council members moved into closed session under Wisconsin Statutes 19.85(1)(g) to confer with counsel regarding strategy in pending litigation identified in the record as GGA 885 Research Way LLC v. City of Middleton; an affirmative roll call was recorded before adjournment to closed session.
