Council authorizes emergency repairs for collapsed sewer in Murray Street alley

The Defiance City Council authorized an emergency contract Dec. 9 to repair a deteriorated sanitary sewer in the alley between Ottawa Avenue and Myrna Street and between Logan and Agnes.
Water pollution control staff explained the line has collapsed sections, missing pipe segments and extensive root intrusion, and staff avoided running root cutters for fear of further damage. The project will perform targeted, point repairs to enable a camera to assess the remainder of the line; where feasible, lining will be used rather than full replacement to reduce disruption.
Staff reported an engineer’s estimate of $175,000 for the project and said five bids were received; the lowest bid was $96,356, approximately $78,643 below the estimate. Mark Leonard, described in the meeting as the city’s water pollution control superintendent, said the contractor reviewed plans with the city engineer and staff vetted past government contracts before recommending award. Council members pressed staff on whether the low bid posed risk; staff said they had followed up on references and that a mix of lining and spot replacement would be used.
After discussion, council declared the matter an emergency and authorized execution of the contract.
