Royal Palm Beach council approves a package of ordinances and routine items; consent agenda passes unanimously

At its Nov. 20 meeting the Royal Palm Beach Village Council approved a series of routine and legislative items, including a multi-item consent agenda and multiple village-initiated ordinances.
Consent agenda: The council approved the consent agenda unanimously. Items included minutes, a winter-festival special-event permit for Commons Park (Dec. 6), a second amendment to a pressure-cleaning agreement, purchase authorization for fireworks and technician services ($57,650), ratification of a roadway-maintenance contract addendum, and budget amendments including a $122,178 transfer for the police education fund and a $231,660.90 change order for underdrain installation.
Comp plan text amendment (Ordinance 10-57): On second reading the council approved an amendment creating a new future land-use designation—Mixed Use Social Center (under 40 acres)—as part of State Road 7 corridor planning and regional redevelopment concepts. The local planning agency recommended approval (5–0) previously.
Zoning and administrative code updates: Council approved a first reading to add definitions for "medical office" and "vehicle sales" (ordinance 10-66), and approved ordinance 10-60 to expand minor site-plan modifications that staff may process administratively. Council also adopted ordinance 10-63 to revise platting and related code sections to comply with recent changes to Florida Statute 177.071, and ordinance 10-65 to codify a reasonable-accommodations process (including certified recovery residences) as required by Florida statute 397.487.
Votes: Most legislative items passed unanimously or by recorded 4–0 votes where a member had disconnected; where the record noted a 4–0 tally the clerk indicated a quorum remained. The council took no action to adopt county or external agency proposals but accepted presentations and directed staff to follow up where requested.
No new taxes or budget increases were adopted beyond the budget amendments listed in the consent agenda.
