Royal Palm Beach council approves consent agenda and adopts four ordinances

The clerk read consent items that included authorization for the village manager to execute a second addendum for urban forestry services through 01/01/2027; approval to purchase and install a new turf putting green at Commons Park from ForeverLawn not to exceed $239,852.45; special-event permits for January 17, 2026; and authorization for a change order with Johnson Davis Inc. for force-main relocation not to exceed $100,000, with all associated costs to be reimbursed by Palm Beach County Water Utilities. Councilmember Sharpes moved to approve the consent agenda; the motion was seconded and passed unanimously.
On the regular agenda the council took the following final actions by unanimous vote:
- Ordinance 1066 (second reading and adoption): Amends Chapter 26 (Zoning) to refine definitions for "clinic" and to add definitions for "medical office" and "vehicle sales" (new/used/rental, indoor or outdoor). Staff reported no changes since first reading.
- Ordinance 1060 (second reading and adoption): Expands administrative authority to process minor site-plan modifications that are consistent with original site plans and the village code and have no substantial impact on surrounding areas.
- Ordinance 1063 (second reading and adoption): Revises subdivision, bulkhead/waterways, and administration chapters to comply with recent changes to section 177.071, Florida Statutes, by making certain preliminary and final plat approvals administrative where state law requires.
- Ordinance 1065 (second reading and adoption): Moves the village's reasonable-accommodation policy for certified recovery residences into the code, as required by Florida Statute 397.487, and repeals Resolution 16‑53.
Each ordinance was presented by staff as a second reading with no substantive changes from the first reading and was adopted by unanimous voice vote.
