Council adopts proclamations, ordinances and a developer agreement; rescinds proposed TID

At its Nov. 4 meeting the Middleton Common Council adopted an America Recycles Day proclamation, approved two ordinances (traffic restriction and demolition/rehab standards), approved a developer agreement with 6300 UAMF LLC, and passed a resolution rescinding the creation of TID No. 6. The Middleton Common Council took a slate of formal actions Nov. 4, approving proclamations, ordinances and a developer agreement, and voting to rescind a proposed Tax Incremental District.
Proclamation and photo: Council adopted a proclamation recognizing Nov. 15, 2025 as America Recycles Day, thanking the Middleton recycling center coordinator and inviting a photo after the vote.
Consent agenda and developer agreement: The council approved the consent agenda (items 1–5, 7 and 8) and later approved consent agenda item 6, accepting a city developer agreement with 6300 UAMF LLC as amended in Finance & Personnel. During discussion councilors asked that the "complete streets during construction" policy language be reviewed for explicit inclusion in this and future developer agreements; staff and legal counsel were asked to confirm that drafting.
Ordinances: The council approved a second reading amendment to section 15.103 to prohibit left turns (except school buses) from Cromery Middle School onto Donna Drive. The council also approved an amendment to municipal code section 2.35 concerning rehabilitation standards and demolition of structures and historic districts not designated as landmarks; members thanked staff and the Landmarks Commission for the year‑long rewrite.
Resolution: On a motion from Finance & Personnel the council approved Resolution 2025‑48 rescinding the creation of Tax Incremental District No. 6.
