The Mound City Council on Nov. 25 voted to adopt a street reconstruction and overlay plan and authorized bond issuance to fund planned street work. Staff presented a debt-management plan showing issuance through 2029 to support the city’s capital-improvement program, and the council approved the measure as Resolution 25-89.
Finance staff explained the schedule of debt issuance and how it aligns with the city’s financial management plan. Finance staff said the plan calls for issuing debt through 2029 and that, if the city stays on the schedule, it should not need to issue additional debt beyond that period. “By 2029, if we stay on our plan through the last 4 years of the financial management plan, we will not have to issue debt,” staff stated.
Councilors expressed concern about proximity to statutory debt limits and discussed how bond maturities and pledges (for example, whether sewer/water pledge exclusions apply) affect calculations; staff clarified that pledged water and sewer revenue debt is treated differently under state statute.
In addition to the overlay plan, the council untabled and approved a related property-tax abatement resolution (25-90) and approved a bond issuance resolution (25-91) providing for the issuance and sale of approximately $7.24 million of general-obligation bonds (series 2026a) to fund street and related projects.
Why it matters: the action funds a multi-year program of street repairs, mill-and-overlay work and targeted reconstructions intended to extend pavement life and reduce long-term costs. Staff and council emphasized communicating the plan to residents so property owners understand timing and potential assessments.
What the council decided: The council approved Resolution 25-89 adopting the overlay plan and authorized bond issuances (Resolutions 25-90 and 25-91) to implement the plan. Staff said detailed schedules and communication materials will be posted online and shared with affected property owners.
Next steps: Staff will execute the bond issuance per the approved resolution, maintain the planned debt schedule through 2029 and prepare outreach explaining the project schedule and the life-cycle benefits of mill/overlay and reconstruction work.
