Fillmore planners approve ABC Preschool expansion 4‑1 after debate over historic resource and design

The Fillmore Planning Commission voted 4‑1 to adopt three resolutions approving modification No. 2 to ABC Preschool’s conditional use permit and development permit and to direct staff to process a lot merger for the site at 808 River Street. The permit modifications would expand the existing facility in two phases, increase capacity to 160 students with 21 staff, and enlarge parking from 25 to 47 stalls.

Staff planner Brian McCarthy summarized the proposal and told commissioners the project substantially complies with development standards, that the work will be completed in two phases (new construction then remodel), and that staff recommended adopting categorical CEQA exemptions (Class 1 and Class 32).
