The Houston County Planning Commission recommended several routine land‑use actions to the County Board on Oct. 9, 2025.
Conditional‑use permit: Staff presented an application by Gerald Ladson to build a nonfarm dwelling in the Agricultural Protection District (Government Lot 2 in NE 1/4 Sec.36 T101 R6). Staff noted the 10‑acre parcel contains a demolished farmstead and that the application will also require a feedlot variance; the commission recommended approval of findings and standard conditions, and advised the applicant that the feedlot variance must still be obtained from the Board of Adjustment before building permits are issued. The commission’s recommendation moves to the County Board on Nov. 4.
Rezoning: Christine Sadeck requested rezoning of a portion of her property in La Crescent Township from Agricultural Protection to Residential to allow construction of a smaller house near the road while retaining most acreage. Staff presented six proposed findings linking the request to the comprehensive land‑use plan and county zoning ordinance; commissioners moved to recommend approval with a condition limiting the rezoned area to one buildable lot unless further platting and a rezone are approved. The item will be considered by the County Board on Nov. 4.
Interim home occupation: Benjie and Martha Borncraiger applied for a Level‑2 interim use permit to operate a small vinyl‑window manufacturing and sales operation on a Wilmington Township property. Applicants described an existing Winona County assembly operation and said the Houston County location will be small scale and indoor; staff recommended multiple conditions, including a requirement that a dwelling be established on‑site, permit renewal every five years, a maximum of six employees on site at any time and a 5,000‑square‑foot cap on business area. The commission voted to recommend approval to the County Board.
Each recommendation from the planning commission is advisory; the County Board will consider final approval for these permits and map amendments at its Nov. 4 meeting.
