Staff said the variance would allow the parcel to be rezoned to residential and that the applicant must still identify and test two system locations and submit full design drawings before a building permit would issue.
Board members questioned whether the applicant would still have to show an alternate site; staff replied that two complete system locations remain required and that the design must include borings and scaled drawings. Staff further warned that if a sewer system cannot be installed, no building permit would be issued.
After staff read the required variance findings and the board voted on each, the board took a roll‑call on the motion to grant the variance.
