County staff said failing to enter the agreement would jeopardize eligibility for incentive funds tied to the program.
Payments presented to the board were reviewed and approved by a voice vote.
Separately, in an action item earlier in the meeting the board approved a conditional use permit for a telecommunication tower (Cloud One Services LLC) in Hoka Township; that item and other routine approvals were passed with standard conditions.
