Public hearing held on whether Houston County should appoint certain offices instead of electing them

The Houston County Board held a public hearing to gather public input on a proposal, under Minnesota statute, to transition certain county offices from elected to appointed positions.
Brent (county staff) opened the hearing and framed the issue: "This is our fourth public hearing to gather input about, possibly making the transition...for our auditor treasurer and also [other offices] to be appointed, under Minnesota statute." He said counties across Minnesota have considered the change to increase continuity and ensure candidates are vetted for qualifications.
Local resident John Haines (who identified himself as "Bridal John" from Houston) testified against the proposal, arguing the change would remove checks and balances overseen by voters: "Our democracy is a rather fragile flower ... This motion would take that power away from the citizens of Houston County and put it into the small group." He urged the board to consider how a reversal would work if the county later regretted the decision.
No other members of the public spoke during the hearing. The board closed the hearing and returned to regular session; commissioners were scheduled to hold a subsequent public hearing and a resolution vote in January to act on whether to adopt appointment authority for these offices.
