Stillwater council and utilities authority approve fees, ordinances, grants and appointments in unanimous votes
Summary
At its Dec. 15 meeting the council and the Stillwater Utilities Authority adopted multiple resolutions and ordinances — including new water/sewer capacity fees, revised water and wastewater rates, a film-friendly certification application, a rails-to-trails grant application (ODOT) with a required local match, two rezoning ordinances and a TPAC appointment — all by unanimous votes.
The Stillwater City Council and the Stillwater Utilities Authority (SUA) recorded a series of unanimous actions on Dec. 15, approving utility fees and rate changes, several resolutions, two rezoning ordinances and a committee appointment.
Resolutions on utility fees: The council adopted Resolution CC-2025-33 (also reflected as SUA-2025-10 at the SUA meeting) to establish water and sewer capacity fees including new entries for 8-, 10- and 12-inch meter sizes. A separate but related measure, Resolution CC-2025-34 (SUA-2025-11), adopted a revised rate structure that includes base charges for those larger meter sizes. City staff said the newly listed fees were added based on the existing formula; they will perform a comprehensive cost study at a later date. Both measures passed 5-0.
Film-friendly certification: Council adopted Resolution CC-2025-36 authorizing submittal of an application to the Oklahoma Film and Music Office for Film Friendly Community certification and authorizing the city manager to execute related documents. A councilor noted recent local filming and moved adoption; the resolution passed 5-0.
Rails-to-trails Phase 3 grant application: Council adopted Resolution CC-2025-37 to submit an application to the Oklahoma Department of Transportation’s Transportation Alternatives program for Phase 3 of the rails-to-trails project, described by staff as a proposed 0.72-mile ADA-compliant hard-surface trail. Staff reported total project cost $1,589,695 with anticipated ODOT grant funds of $1,200,000 and a required city local match of $389,695 (at least 20%); staff clarified the match must be in cash and not in-kind. The resolution passed 5-0; the agenda included a budget amendment to appropriate funds for the local match.
Ordinances and appointments: On second reading the council adopted Ordinance 35-86 (rezoning 711 S. Ramsey Street to two-family multifamily) and Ordinance 35-87 (rezoning 998 S. Murphy Street to commercial general), each passed 5-0. The council also adopted Ordinance 35-89 amending multiple sections of the Land Development Code to add a setback exception across several district types, 5-0. The council appointed Dustin McDonald to the Transportation Projects Advisory Committee; the appointment passed 5-0.
The Stillwater Utilities Authority reconvened after the council meeting and adopted the SUA versions of the water/sewer capacity fee and rate-structure resolutions by unanimous vote before adjourning for the year.
