Council approves North Triangle parking contract, authorizes ODAA grant application for Stillwater Regional Airport

Kelly Reid, Airport Director, presented the airport parking plan and the funding approach. Reid said the Oklahoma Department of Aerospace and Aeronautics (ODAA) has offered to support approximately 95% of the North Triangle parking lot project, with a required city sponsor match of 5%. Staff presented an estimated total project cost of $680,508, an anticipated ODAA share of $646,482, and the city match of $34,026; the council adopted the grant‑application resolution (Res. CC‑2025‑31) 4‑0.
On the construction side, staff asked the council to approve project work package #5 with Lippert Brothers as the low bidder and to authorize amendment number 5 to the CMAR agreement, converting a portion of the package to a guaranteed maximum price (GMP) of $633,308 and authorizing the city manager to sign related exhibits. The council voted 4‑0 to approve the contract award and the CMAR amendment.
Reid outlined parking counts and phasing: the airport had roughly 342 parking spaces pre‑construction; Lot 2 (North Triangle) would expand from 43 to 68 spaces if built, and Lot 3 is planned as a 165‑space FAA‑funded lot. Reid said Lot 3 (if FAA funded) must remain non‑revenue for the useful life of the lot (20 years) unless the city reimburses the federal grant.
Reid also said staff will study revenue parking options for some lots while continuing to provide free parking in large lots; the airport plans to present more detailed revenue projections after completing a consultant revenue study.
Next steps: staff will proceed with the CMAR contract work package, pursue the ODAA grant application and return with the revenue study and more detailed implementation steps.
